This simple action does exactly what it says by launching a specified URL in a new tab on your browser.
You can use placeholders in your URL to make it dynamic:
https://contoso.sharepoint.com/sites/PortalWebinar09320/%%[Site Name|SiteName]%%/SitePages/CCSDisplayForm.aspx?ItemID=%%[ID|ID]%%
You can also add conditions in custom action ribbon to determine when to open the URL:
