File Attachment Control applies to both the "NITRO Attachments Column" that can be added to the form and to the the regular Attachments box that is a standard part of SharePoint list items. These settings affect the "Select files.." button and the area behind it, but not the Attachments header - -that is affected by the Section settings, see Tab/Section topic.) See the examples below.
