You can email a ticket to anyone who may want to see it. You can use this feature as a ‘For Your information’ for someone who does not want to have continuous notifications about the ticket, or for someone who misplaced a notification email. If someone would like to receive continuous notifications about a given ticket, they can use the Add Alert feature.

From the List Tools -> Items ribbon bar from within a Actions email
From the Drop-down menu accessed from the ticket title click on email
Fill out the relevant information, and then click "Send."
